Unlike some Western jurisdictions where a company can be incorporated "for any lawful purpose," the UAE utilizes a positive-list system. You must select specific, defined business activities from a classification list maintained by the licensing authority (such as the DED). These activities are usually based on the International Standard Industrial Classification (ISIC).
The activities you select will collectively dictate whether you are issued a Commercial, Professional, or Industrial license. In most cases, you cannot mix activities from different categories on the same license (e.g., you cannot mix manufacturing and IT consulting on a single license). If your business spans multiple categories, you may require multiple licenses or separate legal entities.
Almost all business activities in the UAE fall under one of these three main umbrella categories.
Issued to companies engaged in buying, selling, trading, or distributing physical goods. This includes general trading, retail stores, real estate brokerage, logistics, and specialized trading (e.g., electronics, garments, auto parts). If you are moving physical products, you need a commercial license.
Issued to individuals or companies that rely on intellectual abilities, professional qualifications, or specialized skills. This covers consultancies (management, IT, marketing), legal services, accounting firms, medical professionals, educational institutions, and artisans. It essentially covers the provision of services rather than goods.
Required for businesses engaged in manufacturing, production, processing, assembly, or packaging of products. This involves transforming raw materials or semi-manufactured parts into finished goods. Industrial licenses require significant physical infrastructure (factories/warehouses) and additional approvals from environmental and civil defense authorities.

Historically bundled under commercial trading, many authorities now issue specific E-Commerce licenses. These permit businesses to sell goods and services online via websites or social media. It is important to note that an e-commerce license still requires clarification on what physical goods are being traded if warehousing is involved.
Offered primarily by specific Free Zones (like Shams, TECOM, and twofour54) and recently by some Mainland authorities, a Freelance Permit allows individuals to operate as independent contractors in specific sectors (mostly media, education, and tech) under their own name, without needing to establish a full corporate entity. It provides a legal framework and a residence visa for solopreneurs.
Specifically for the travel and hospitality sector, covering inbound/outbound tour operators, travel agencies, and hotel management. This license requires stringent approvals from the Department of Tourism and Commerce Marketing (DTCM) in Dubai or the equivalent authorities in other emirates, often requiring specific bank guarantees.

You can usually include up to 10 specific activities on a single license, provided they fall under the same license category (e.g., multiple types of consulting on a Professional license). Adding activities beyond the base limit incurs additional fees.
A General Trading license is a premium commercial license that allows you to trade in almost all types of goods (excluding regulated items like pharmaceuticals, alcohol, or chemicals) under a single license. Due to its broad scope, it is significantly more expensive than a specific trading license.
Selecting certain activities triggers the need for external approvals. For example, a restaurant (Commercial) requires Food Control Department approval; a clinic (Professional) requires DHA/MOH approval; a factory (Industrial) requires Ministry of Industry approval. These approvals extend the setup timeline.
